This survey, designed and carried out in collaboration with the Ministry of Housing and Spatial Planning, was conducted in February and March. It aimed to better understand how Minett residents perceive their region, their quality of life, their awareness of regional structures, and their priorities for the coming years.
The PRO-SUD Syndicate

Le ministère du Logement et de l’Aménagement du territoire works to ensure access to adequate and affordable housing for all, notably through housing assistance schemes and by supporting projects developed by municipalities as well as public and private stakeholders.
In addition, the Département de l’aménagement du territoire coordinates policies that have an impact on the territory in order to balance socio-economic development, environmental protection, and the sustainable management of natural resources. Its mission is to enhance regional strengths, preserve landscapes, and promote balanced, sustainable, and resilient development across the country, thereby contributing to a high quality of life for residents.
Methodology
The interviews were conducted online via ILRES’s MyPanel .
The survey was carried out among 837 residents in the 11 municipalities of the Minett area, aged 16 and over. Fieldwork took place in February and March 2026.
Key results
The survey results will serve as a basis for the future territorial cooperation agreement between the State and the PRO-SUD syndicate. They confirm a strong attachment of residents to the Minett region and a generally positive perception of quality of life, while also revealing clear priorities for the future, particularly in terms of environment, housing, mobility, and citizen information.
Quality of life is widely recognised, with 79% of residents rating it highly, and a very strong local anchoring, as 86% have lived in the region for more than ten years or have always lived there. The image of the Minett is generally positive among its residents, even though they believe it is less favourable outside the region. The area is also strongly recommended by its inhabitants as a place to live, work, or spend time.
Daily uses of the territory are mainly related to everyday life, such as shopping, social gatherings, and outdoor leisure activities, while cultural and cross-border practices are more limited.
The survey also highlights a need for information and participation: awareness of regional structures such as PRO-SUD and the Minett UNESCO Biosphere remains partial, and a large majority of residents wish to be better informed and more involved in regional projects. Simple digital formats, such as surveys or newsletters, are the most appreciated.
Among the main priorities expressed are environmental protection, the development of green spaces, climate change adaptation, and the issue of affordable housing. Mobility is also an important issue, with strong demand for greater intermodality and reduced transit traffic, despite generally satisfactory public transport.
Overall, this survey confirms a territory that is attractive and strongly lived in by its residents but also reveals precise expectations that will guide future strategic directions for regional development.
